Sept. 1870 Präfekt des Rhônedepartements, 1872 Mitglied der Nationalversammlung, 1876 des Senats, als Vertrauter Gambettas 1879 Gesandter in Bern, 1880 Botschafter in London, Febr. bis Nov. 1883 Minister des Auswärtigen, 1890 Vizepräsident, 1893 Präsident des Senats, gest. 26. Okt. 1896 in Paris. Schrieb: »La philosophie individualiste« (1864).
